Olenna took the stone from the hairnet, It clearly says so in book 3 before the wedding.
Littlefinger knew about it and so did Ser Dontos. Beyond those we cant tell who else was aware or in on it. I dont see how either Oberyn or Melisandre can be implicated

Melisandre is implicated by Stannis throwing the leeches with royal blood into the fire and speaking the names of the 3 usurpers. She doesn't seem to be directly involved, but she very likely contributed to it with her magic.
